PVAHA Approved Player Agreements for the USA Hockey 2020–2021 Season

Under PVAHA Bylaw 14.0; 14.1(C) — Adopt, amend, revise or regulate the Bylaws, Rules and Regulations and Polices of PVAHA, PVAHA has authority to create temporary rules out of necessity due to the COVID-19 pandemic crisis which has caused cancellations of activities and authorizations that would otherwise govern the below referenced matters. The following are temporary rules and will expire at midnight on Monday, August 31, 2020 unless extended or amended in part or in whole by a vote of the PVAHA Board of Directors.

PVAHA Approved Player Agreements for the USA Hockey 2020–2021 Season:

Tuesday, May 26, 2020, Tier I Youth (Team Maryland and Washington Little Capitals) and Tier I Girls (Washington Pride) are allowed to offer player agreements for the upcoming 2020–21 season, without on-ice tryouts, to only those players who were rostered on their respective teams in 2019–20. All players must be registered with USA Hockey for the 2020–21 season and must be registered for tryouts with the club offering the player agreement.

Monday, June 1, 2020, Tier I Youth and Tier I Girls may begin offering player agreements to all other players. All players must be registered with USA Hockey for the 2020–21 season and must be registered for tryouts with the club offering the player agreement.

Each Affiliate Tier I club will report to the Affiliate President, on a weekly basis, the number of executed player agreements obtained for that week. Affiliate Tier I clubs will continue to report the number of executed player agreements per team until such time as the Tier I clubs are able to schedule on-ice supplemental tryouts.

The Affiliate will continue to monitor the situation regarding rink openings and based on that, will determine the date that clubs may begin the tryout process. Tier I clubs may begin on that date and all Tier II and Travel clubs shall begin 14 days from that date. Also, Tier II and Travel clubs may not offer player agreements until on-ice tryouts commence.

All Tier I signed player agreements must contain a COVID-19 financial hardship policy which may be exercised by the participant/family until the 14th day after the start of Tier I supplemental tryouts. A hardship under this policy must be related to the COVID-19 pandemic where a family’s financial condition changed after signing a player agreement for the 2020–21 playing season. A participant/family exercising this option will not be permitted to roster with any other Tier I club within PVAHA, the Atlantic Amateur Hockey Association (AAHA), Mid American District Hockey (MidAm), New York State Amateur Hockey Association (NYSAHA) or the other three Affiliates (CAHA, SAHA, SAHOF) within the Southeastern District for the 2020–21 season.
